Solution:

Perform a factory reset

System requires the PIN when the security patch version is lower than the version before Android upgrade.
The security patch version of the Android version to be upgrade may be lower than the current one depending on the patch upgrade time.

Lower security patches may have security vulnerabilities affecting the devices, so the system asks to enter PIN to protect the stored privacy data.
But because the PIN is an unknown program code, perform factory reset to use your device.
