1Performed an authorized factory reset

FRP activates after unauthorized factory reset

If you performed a factory reset in the Settings > System > Reset options, the FRP will not activate because it is authorized way of factory reset.

FRP activates after unauthorized factory reset such as reset through recovery mode.

2No screen lock is set

Set screen lock other than None or Swipe

From Android 11, setting a screen lock is required along with the Google account for FRP activation.
