Power Launcher does not exist on Android 9 device
PM90 does not have the Power Launcher

ANSWER
Android 9 models does not support Power Launcher.
In order to use Kiosk mode, you should set up EmKiosk using Scan2Stage.
If the Power Launcher is installed in your Android 9 devices but it does not work correctly, please update the OS to the latest version.
After then, Power Launcher is not shown anymore.
