If you want to install the CAB file on the WEH (windows mobile) or WinCE device automatically after the device is rebooted or performed a factory reset, refer to this article.
The screenshots in this article are captured from a PM450 WEH device.
But the steps are the same as on WinCE devices.

AutoInstall the CAB file
You can use the /AutoInstall/Cabfile folder.
CAB files in the folder will be installed automatically when the device reboots or after a factory reset.
And then, the system will delete the files and reboot automatically.
DO NOT set 'Read Only' on the CAB file
If the CAB file is 'Read Only' file, the system cannot delete it and restarts continuously. Do not set the 'Read Only' setting on the file.
To install the files after the device reboots,
Copy the files to the /AutoInstall/Cabfile folder of the device storage.
To install the files after a factory reset,
Copy the CAB file to the /AutoInstall/Cabfile folder of the Application storage.
You should make the folder manually, or copy the folder from the device storage.
